Can I register a sibling that didn’t participate last season during Priority Registration?

No, Priority Registration doesn’t include siblings. If their sibling didn’t play last season, you are welcome to register that player when General Registration opens for new participants.
Kinder & 1st Grade Exception: If the youngest division is only Kindergarten or only 1st grade, there is no separate Priority and General Registration period. All players may register as soon as registration opens.
